All documents, bills, accounts and instruments created in the ALL CAPS NAME are monetized as debt and circulate in one form or another as currency or public funds. This is the key issue, that we no longer use the franchise as a vessel in commerce, because every single use of it in that way creates public funds as debt, and that debt is considered an act that harms the public and therefore is an act of an enemy combatant that must be controlled, limited and forced to comply with all the rules and codes of public policy.
